configure does not properly detect lack of GIF support in libgd 1.2 shipped on Cobalt RaQ4 servers. This can be easily fixed AFTER config is run by applying this patch to main/php_config.h:

If you must use GD 1.X use 1.8.4, PHP 4.3.0 already comes with  bundled GD library that has been tested & works properly.
