It's not a bug.. it's more than a feature i guess.. the strtoupper don't convert characters like ???.. etc.

I don't know if it's because of the character system i'm using in php.ini

;default_charset = "iso-8859-1"

But.. anyway.. it's just a suggestion :)

Is your locale correctly set?

Try setlocale(LC_ALL,'Portuguese')  or something like that
(I don't know what your locale is, look it up in the manual of your OS).
