Why PEAR top page (http://pear.php.net/) doesn't have a link to PEAR packages top(http://pear.php.net/packages.php) ?

The pear website isn't officially opened yet. Go to http://pear.php.net/?devme to get a cookie that opens the whole website. AFAIK it will be opened completely when 4.3.0 gets released (in a couple of months).
