I set the environment variable PHPRC using:

	SetEnv PHPRC /etc/httpd/conf/

and create a /etc/httpd/conf/ file:

-rw-r--r--    1 root     root           96 Aug 30 18:29 /etc/httpd/conf/


open_basedir    =/home/web1/
doc_root        =/home/web1/

I am sure the variable gets set ( but the config file used remains at the default, and none of the options set in the ini file get modified - looks like the file is not looked at, basically ignored.  Help :)
