Bug #19171 php_vale auto_prepend_file in VirtualHost

In Apache
<VirtualHost> Setting use php_value auto_prepend_file xxxx.php .
Then test a HTML file(Write Some XML in it)
it always show php parse error.

Because it will run xxxx.php , then handle HTML file.

but why HTML file will be php handle ?

Is this a bug or not ?

My httpd.conf setting is
AddType application/x-httpd-php .php .phtml .inc .php3

if  <VirtualHost>  set "php_value auto_prepend_file header.inc",All HTML files will run header.inc first .

So all HTML files will be a php script.
All HTML files with XML tag will show php parse error.
Is it a bug or not ?
