At line 6220 of configure (build snapshot php4-200208190900)
the following code leaves out the -I for $PHP_NSAPI/plugins/include

  if test -d $PHP_NSAPI/plugins/include ; then
    NSAPI_INCLUDE="$NSAPI_INCLUDE $PHP_NSAPI/plugins/include"

This results in INCLUDES (in the Makefile) being set as

INCLUDES = -I/usr/prop/netscape/server4//include /usr/prop/netscape/server4//plugins/include -I$(top_builddir)/Zend -I/usr/local/include ...

This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.
