I have the exact same mail script on two different servers. One is Linux the other is Win 2000. On Linux I am able to leave the To field blank and it will efectivley send out a message. I try to duplicate this on Win 2000 but I get a destination error. I know its not sendmail because both Linux and Win 2000 are going to the same sendmail. Also the Bcc and Cc headers are not working on Win 2000 but work on Linux.

PHP on Windows doesn't use sendmail (directly), it uses smtp, and that's a big difference. Don't know if it's allowed to leave to blank in the SMTP spec.
Bcc and Cc stuff has been fixed on windows, try a (non-stable) snapshot from snaps.php.net. The to problem might as well been fixed.

Perfect!!! I upgraded to 4.3.0-dev and everything works. The CC, Bcc and leaving the To field empty. You guys be da shiot!!!!
