Latest working CVS version of PHP 4.3 with Apache v2.0.36 was on 18th June (CVS: 200206181800). Later on, starting from 19th the problem exists:

This bug has been fixed in CVS. You can grab a snapshot of the
CVS version at http://snaps.php.net/. In case this was a documentation 
problem, the fix will show up soon at http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites.
Thank you for the report, and for helping us make PHP better.

This was report Nr. 21 about this issue :) It's already fixed...

seems like it has not been fixed, just grabbed a snapshot ( php4-STABLE-200206231500) and still same problem ...

It's fixed now... (it was fixed in the DEV branch... but not merged to the stable one. I just did that so wait for the next snapshot).
