in ./sapi/apache the var $(APACHE_INCLUDE) gets not expanded in
EXTRA_INCLUDES = $(APACHE_INCLUDE)

the string APACHE_INCLUDE occures in config_vars.mk as well and is defined to nothing there.

I've configure php as 
./configure --prefix=/opt/php4 --with-apxs=/opt/oracle/Apache/Apache/bin/apxs ....

and I found not conigure option (./configure --help) to set it.

In what way does this break the compile?

it does not compile the files in ./sapi/apache as the dont file includes like "httpd.h"

How did you compile/install Apache? Do you get any
errors with configure? What error do you get with 'make' ?
