We have a system that is composed of :Apache/1.3.20, Red-Hat/Linux-(Turkish(don't ask why I didn't install it)) and PHP 4.0.6 (sorry for choosing 4.1.2 above but there was no alternative).
On this system we have a capital i problem in server variables as in HTTP_ACCEPT_ENCOD?NG,HTTP_CONNECT?ON, HTTP_COOK?E. These variables are available with a I with a dot over it not with I, ? is capital i in Turkish. But not all variables names are with ? such as REQUEST_URI,SERVER_ADMIN, these are OK.
And HTTP_COOKIE_VARS are never available without a reason. 
There is a language problem I think. Thanks for your interest.

Thank you for taking the time to report a problem with PHP.
Unfortunately your version of PHP is too old -- the problem
might already be fixed. Please download a new PHP
version from http://www.php.net/downloads.php

If you are able to reproduce the bug with one of the latest
versions of PHP, please change the PHP version on this bug report
to the version you tested and change the status back to "Open".
Again, thank you for your continued support of PHP.
