"make install" doesn?t succeed by "make install-sapi", it misses the "libs" subdirectory, when I manually create the "libs" subdirectory it succeeds.

I couldn't reproduce this with 4.2.1 or CVS HEAD..
Can you please try this snapshot:

OK, it?s solved with php4-latest.
Already after "make" I see that the "libs" directory exists.
PHP 4.2.1 didn?t create this and and "make install" failed.
