Currently it is not possible to determine the charsets, cause there is no api-function available for that.
I'll send a feature request to internal@lists.mysql.com

Currently no more libmysql-client functionality will be implemented in the near future (mail from P. Zaitsev, MySQL AB).

To check the current character set, you can use mysql_character_set_name, which requires an active connection.
