i have tried send mails with Cc: and Bcc: headers but i'm getting a bounced message with address rejected as 
<Cc: xxx@xxx.com> for Cc: address yet i've coded the header correctly just like the other headers which  are working fine i.e $mheadr .= "Cc: xxx@xxx.com\r\n"; 

could you please clarify whether this really a bug.
I also read about Bcc: not working on windows php version. Is this likely to work in future?
