my computor is iis5.0,php4.1.1 and windows2000 professional
where is php.ini
extendtion_dir = c:/php/extensions
extension=php_oci8.dll
after...
iis restart  
error message print out 
"Unable to load dynamic libary c:/php/extensions/php_oci8.dll - not found module"

As the docs told to you you must first installing the oracle client with contains additional *.dlls.
When using IIS be sure that the user have permission on that php extensions dll.

So go back and read the docs.. or ask on the right list.

Deinstall php. Goto perl.com. Install perl. Problem fixed!
