The php-4.0.6-Win32.zip package php-4.0.6/dlls/libpq.dll has been built with MSVCR70.dll which is a DLL found only in the MS .NET SDK.  It causes any use of the libpq.dll to fail.  libpq.dll should be built without this DLL.
