Configuration:
1. Windows 2000 Server (SP2) with PHP 4.0.6 using php4isapi.dll

2. Problem:
"Warning: Failed to Connect in......<path><php_file><line>"

3. Interesting Notes:
The mail function works when configuring PHP enabled website with PHP.exe
