I am trying to install php with gd,postgres,... to cygwin.
+timezone must be explicitly converted to long by typecast in openssl/openssl.c 
in line 782 replace it with
	gmadjust = -(thetime.tm_isdst ? (long)timezone - 3600 : (long)timezone + 3600);

same in standard/datetime.c (multiple occurences of same problem)

+ struct statfs not defined
included file sys/vfs.h in configure mechanism...

include following block at line 49 in statndard/filestat.h

# include <sys/vfs.h>
#endif
--block end

+ leaving problem of creating the .so library
what ever i do there is a problem :-(
when working with original scripts the .a/.lai files are generated but make install fails

Unfortunately your version of PHP is too old -- the problem
might already be fixed. Please download a new PHP
version from http://www.php.net/downloads.php

If you are able to reproduce the bug with one of the latest
versions of PHP, please change the PHP version on this bug report
to the version you tested and change the status back to "Open".
