Error is:
/usr/local/apache/httpd -t
Cannot load /usr/local/apache/libexec/libphp4.so into server: /usr/local/apache/libexec/libphp4.so: undefined symbol: PQoidValue

My apache:
1.3.19

My configuration command is:
./configure \
--with-include=/usr/local/include/mysql \
--with-include=/usr/local/pgsql/include \
--with-mysql=/usr/local/mysql \
--with-pgsql=/usr/local/pgsql \
--enable-dbase

My ld.config is:
/usr/X11R6/lib
/usr/lib

3. Setup your ld.so.conf file correctly
