Is it possible for configure.in to disable force-cgi-redirect
automatically if with-apache is not specified?

i.e. If with-apache is set default is enable it, if it's not
set default is disable it, actually specifying it to
./configure overrides this.

This will allow it to be much easier for a newbie to compile
since it figures out the right thing.

I think you can do it by not setting a default for force-cgi-redirect
in configure.in and instead when with-apache is used set it
to what it should be (making sure not to clobber it if set).

I'm not exactly sure how configure.in works, but if it always
parses from top to bottom with only one pass then I guess it
might be easier to just check with-apache and set the default
that way.

That doesn't really make sense, as if apache module is used, there's no affect
to force-cgi-redirect.
However, IMHO force-cgi-redirect should be off by default.
