When I have a single line comment (// or #) the
parser seems to see the php end tag (?>) inside of
a string constant.

to reproduce the problem:
<?

$strtoeval = '<b><?echo "hello world"?></b>';
// eval ('?>'. $strtoeval);

?>

This is the defined behavior (// and # only escape
until the end-of-line or end of the current code
block, whichever comes first).
