PHP configure line:
./configure --with-mysql --with-apache=../apache_1.3.4/   \
     --enable-track-vars --enable-debug

Apache configure line:
OPTIM="-O2" CFLAGS="-g" ./configure --prefix=/etc/apache  \
     --activate-module=src/modules/php3/libphp3.a    \
     --enable-module=rewrite

PHP is fresh CVS from about 1800 Feb 17 1999; Apache is fresh tarball 
just downloaded. The bug appeared using Apache 1.3.3 as well.

Unfortunately, PHP 3 is no longer supported. Please download
the latest version of PHP 4 from http://www.php.net/downloads.php

If you are able to reproduce the bug with one of the latest
versions of PHP, please change the PHP version on this bug report
to the version you tested and change the status back to "Open".
