The function call 

    htmlspecialchars("'") 

returns 

    '

instead of the expected

    '

I believe this is a bug rather than a documentation problem, because there is generally do need to escape ' in HTML.

#1) This is fixed in 4.0.3/CVS.
#2) This is currently being (heateadly) discussed,
as to what the proper behavior of this function.
Rest assured, if there IS a change made, it will
be because there is a good reason for it.
