pecl.php.net started returning 500 errors when downloading a package. Noticed this on Nov 14th 2018 first in our builds on Scrutinizer CI. On Nov 15th 2018 it started happening constantly on Travis CI as well.

Great! Thanks for the quick fix! I couldn't find any recent issue re PECL when searching. Not sure how I missed it. Cheers!
