It's reported in a few places that `pecl install solar-2.4.0` doesn't work with PHP 7.2, e.g.

It would be helpful if a new version of the package could be tagged so that we aren't forced to compile from source when setting up, for instance, a Docker image.

I can clone the php/pecl-search_engine-solr repo, checkout that commit (744e329), and successfully do a phpize/configure/make.

It seems the real issue is just adding release tags to that repo, as the related bug suggests.
