"configure: WARNING: PHP is going to be linked with an external PCRE, --with-pcre-valgrind has no effect" is nosense in case of production builds with "--disable-debug --without-valgrind --disable-valgrind-checks"

especially when build with --without-pcre-valgrind "--with-pcre-valgrind has no effect" is nonsense

This option and warning no longer exist, as this has been rolled into the global --with-valgrind option.
