The long decommisioned <http://snaps.php.net> is still linked from

  * <http://qa.php.net> (at least from the start page)
  * <http://bugs.php.net> (at least from the start page and from
    the quick-fix snippets)

These links should be adjusted to the Github snapshots.

There is also a link to <http://php.net/sites.php#snaps> in the
menu of <http://php.net/sites.php> which doesn't have a matching
anchor, because this section most likely had been removed.

Fixed up the various sites, including a few more finds:

 - qa.php.net
 - bugs.php.net
 - www.php.net

In particular the qa site had some more interesting changes, so I hope this won't break the site (too much!)
