I am unable to access the developer snapshots section of the site to download PHP source code.  

Here is the error message that prints when I attempt to access the server via HTTP:

Technical description:
502 Bad Gateway - Response Error, a bad response was received from another proxy server or the destination origin server.

http://snaps.php.net has be decomissioned in favour of the git snapshots
available at https://github.com/php/php-src.

so then remove the idiotic links at http://qa.php.net/ and replace them with some information (besides that i could puke about the all-to-github attitude and just wait what happens if github will closing it's doors in a few years....)
