This makes no mention about how various super-globals like $_SERVER and $_GET and $_POST can be setup by whatever mechanism invokes the initial script. This isn't important in the command-line script use case, but it is in the web request use case.

The fix for this bug has been committed.

Snapshots of the sources are packaged every three hours; this change

That should be enough, more details would depend a lot on the specific implementation (e.g. SAPI, server type, etc.) so we may not want to go deeper.
