Some tickets are configured to block comments. Following bug #66392, the form in these tickets no longer offer to write a comment anyway. However, the form still has the Preview and Submit buttons associated with the removed text area. Furthermore, the page still shows:

Anyone can comment on a bug. Have a simpler test case? Does it work for you on a different platform? Let us know!
Just going to say 'Me too!'? Don't clutter the database with that please !

Given that bugsnet has been superseded by GH issues, it
sufficiently safe to assume that this issue won't be fixed.
