"a language construct" is translated into "言語の構成要素" in that sentence.
On the other hand, it's translated into "言語構造" in 
http://www.php.net/function.echo#refsect1-function.echo-description, and I think 
it's better than former.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
