PhD should order the changelog entries, as per a configuration setting. 

Currently the PHP Manual prefers newest first, so:

5.2.0    Something awesome happened
5.1.1    Something cool happened
-----------------------------------

The order in the XML sources need not affect this. That is, except for a few 
semi-complicated cases that make up 1% of the PHP Manual which can be skipped or 
dealt with or logged with a request to update to a known format, cases like:

(A) It contains unknown types (e.g., multiple values?)
(B) Certain PECL entries are confusing, especially when mixed with PHP versions

So as long as the versions are simple version numbers (e.g., 5.3.0) then PhD 
could easily order them before rendering.

We can't really do that.
We would need to somehow prescan the table and selectively render each row after 
comparing their content..

This isn't something PhD can really do at this point
