After compiling and installing PHP4 RC1 successfully, I then go to compile Apache 1.3.12 and get the following:

gcc -c -I../../os/unix -I../../include -DLINUX=2 -DUSE_HSREGEX -DUSE_EXPAT -I../../lib/expat-lite -DNO_DL_NEEDED `../../apaci` mod_php4.c

./configure --with-mysql --with-apache=../apache_1.3.12 --enable-track-vars

Read the INSTALL file in the php-4.0.x directory and fix the --activate-module parameter in your Apache configure line.
