I'm getting the same error here.
Windows XP Pro SP 2, german, full patched
Apache 2.2.4 win32 x86 no ssl (running)
php 5.2.1 win32-installer

Installation (as Administrator):
msiexec /i php-5.2.1-win32-installer.msi /l*v c:\error.txt

PHP 5.2.1 Setup Windows, Next

accept terms, Next

Install PHP 5.2.1 to: C:\Programme\PHP

Web Server Setup: Apache 2.2.x Module, checked, Next

Apache Configuration Directory: C:\Programme\Apache Software 
Foundation\Apache2.2\conf\, browsed, Next

Choose Items to install: Default plus PHP Extencsions (Entire feature will be installed on local hard drive), Next
Install

After Status "publishing" Error Screen:
PHP 5.2.1 Setup: "There is a problem with this Windows Installer package. A program run as part of setup did not finish as expected. Contact your support personnel or package vendor."
OK

Screen PHP 5.2.1 Setup:
PHP 5.2.1 Setup Wizard ended prematurely becaus of an error. Your system has not been modified. To install this program at a later time, run Setup Wizard again. Click the Finish button to exit the Setup Wizard.
Finish

PHP shows as installed under start - settings - control panel - add/remove software and there is a c:\Programme\PHP

Try downloading the build again, if you are still having problems please e-mail the error.log file produced from the following to
jmertic@php.net.

From the command line in the directory where you downloaded the
installer:

msiexec /i php-5.2.1-win32-installer.msi /l*v error.log

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
