Trying to view the cvs diff mentioned in bug 35382 throws a ViewVC Exception

Reproduce code:

Access the following url (as listed on bug 35382):

http://cvs.php.net/viewvc.cgi/ZendEngine2/zend_language_scanner.l?r1=1.131.2.3&r2=1.131.2.4&ty=u

Expected result:
----------------
CVS diff between versions 1.131.2.3 and 1.131.2.4 of the zend_language_scanner.l is displayed.
