When I try and execute my script which uses COM function to execute Word on the users computer, the following error is given:

Warning: Unable to obtain IDispatch interface for CLSID
{000209FF-0000-0000-C000-000000000046}: The RPC Server is not available. in C:\program files\apache group\apache\htdocs\naseg\meetlist.php on Line 6

You need to configure the remote machine to allow DCOM activation from your server.
This is beyond the scope of PHP and the PHP manual and is not a bug _in_ PHP.
I suggest you look up this error message in the Microsoft Knowledge base for more useful information.
