I have a problem with the function htmlentities().

the function has no effect. Data in = Data out


Please Help me

Here the listing:
<?php
$firma=" M?ller & M?der ";
echo "$firma without htmlentities<br>";
$firma=htmlentities($firma);
echo "$firma with htmlentities";
?>

Expected result:
----------------
output on the Website:
M?ller & M?der without htmlentities
M?ller & M?der with htmlentities - 

Output should be: M&uuml;ller &amp; M&auml;der



should be  M?ller & M?der on the website

This is not a bug ? what else is a bug ?
I only want to get correct displayed names regardless 
wether solution make this.

$arg="M?ller & M?der";
$output=htmlentities($arg);

// $output as result per definition of function 
htmlentities() should be:

M&#252;ller &#38; M&#228;der

or

M&uuml;ller & M&auml;der 

and nothing else like

M?ller & M?der
