I don't know if it's a "bug"...
In the windows-distribution ("PHP 5.0.0RC1 zip package") the apache-module is called
php5apache.dll (and php5ts.dll).
I installed them, but apache does not restart, because "php4ts.dll is not found" :-)
After changing the filename from php5ts.dll to php4ts.dll it works!!

You most probably have some files from php4 hanging around. See bug #27658 for install instructions for php5 and apache2 on windows.
