The documentation on http://www.php.net/manual/en/ref.domxml.php states:

"Note to Win32 Users: In order to enable this module on a Windows environment, you must copy libxml2.dll from the DLL folder of the PHP/Win32 binary package to the SYSTEM32 folder of your windows machine. (Ex: C:\WINNT\SYSTEM32 or C:\WINDOWS\SYSTEM32)"

However, after much searching and then by checking with Dependency Walker, it appears as if libxml-2.04.30 is built into PHP-4.3.1.

The current version of libxml is 2.05.07, and I do not seem to be able to upgrade to the newer version (I am trying to work around a P.I. bug in domxml, see bug 23676).

This bug has been fixed in CVS.

In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
 
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.

In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

About upgrading libxml,  you have to compile PHP yourself, ore 
try a snapshot from snaps.php.net
