strtotime cannot evaluate timestamps like this:
"2001-1-29 14:35:12 +1:00"

Only string time zones are allowed like this:
"2001-1-29 14:35:12 CET"

Thats  bad because postgres delivers the former timestamps...

Thank you for your bug report. This issue has already been fixed
