fixes this. Maybe it's an autoconf oddity? autoconf version is 2.69
ac_cv_header_net_if_h=no in config.log

Forgot to mention I used
AUTOCONF_VERSION=2.69
PHP_AUTOCONF=/usr/local/bin/autoconf-2.69

as build.mk wouldn't pick up my autoconf on this box. That one could totally be my fault though.
