By default, mb_language returns "neutral", per:
https://github.com/php/php-src/blob/PHP-5.6.8/ext/mbstring/mbstring.c#L1473

Further, the list of possible languages are:
German
English
Armenian
Japanese
Korean
neutral
Russian
Turkish
Ukrainian
uni
Simplified Chinese
Traditional Chinese
