The Japanese translation of the section "Case insensitivity no longer locale specific" has the opposite meaning.

Case insensitivity no longer locale specific
-大文字小文字を区別しない比較がロケールごとに変わる
+大文字小文字を区別しない比較がロケールに依存しなくなる

All case insensitive matching for function, class and constant names is now performed in a locale independent manner according to ASCII rules.
-関数名やクラス名そして定数名は大文字小文字を区別しませんでしたが、 このマッチ方法が ASCII のルールに基づいてロケールを考慮した動きに変わります。

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
