It appears that popen($command, 'r') DOES translate newlines on Windows 2003 -- contrary to documentation of fopen that implies it should default to binary mode. Changing the mode to 'rb' fixes the problem, but generates a warning and fails to open the pipe on Linux:

Warning: popen(/usr/bin/unzip -p "/home/web/aktestb.avatartech.com/public/media_libraries/config_import.cic",rb): Invalid argument

This bug has been fixed in CVS.
