You need the cracklib sources from http://www.ja.net/CERT/Software/cracklib/

Read the README, edit the Makefile, 'make all',
and then use --with-crack=/path/to/cracklib/source/base
in your configure line.

p.s. After untarring the craclib tarball, rename the directory! For some reason the directory in which it get's
untarred by default has an comma in the name and that caused
configure to fail for me.
