GD doesn't support GIF in the latest version, but that's not PHP's fault.

For the second problem, can you be more specific (please read www.php.net/bugs-dos-and-donts.php)

You have some old gd.h in your system. 

1. Delete config.cache
2. Add the path into --with-gd option. e.g. --with-gd=/www/gd
3. After configure, 'make clean ; make ; make install?
