./Configure --help outputs :
<snip>
--enable-gd-imgstrttf   Enable TrueType string function in gd
<snip>

but the configure script it says: (about line 15422)

--enable-gd-native-ttf

using the --enable-gd-imgstrttf has no effect , one has to use the --enable-gd-native-ttf option.
