two Failure Audit Object Access errors in NT security log:

This problem persists in php 4.0.5

Seems the problem in CygWin package
because the same error appears when MySQL starts.

CygWin is a part of PHP, so it IS php bug.

Soory me, 
maybe this error is NOT in CygWin.

That error in PHP module php4ts.dll
so ==> Status is Open.

Closed must be only after that error disapears
from run-time modules php4xxxx...

Sorry but this is not a PHP Bug. THis is a bug with Cygwin. Please contact them.
