I issue a syntax in connect.php3 as 

$link = mysql_pconnect("localhost" , "user" , "password")

and the error message as

Fatal error: Call to unsupported or undefined function mysql_pconnect() in /home/httpd/html/connect.php3 on line 1

Post your configure line. Also, seems like you didn't specify the version of PHP in question. Please do so.
