I have had the same problem as reported in bug id #8905.

To solve the problem modified line 26047 in configure-script as follows:
 
26047: 	OCI8_VERSION=8.0  --> 	OCI8_VERSION=8.1

This should be fixed in CVS now. Please try the latest CVS snapshot from http://snaps.php.net/ and reopen this bug report if it doesn't work as expected.
