On a win95 system that does not have a newer version of MS Office installed, any attempt to
run PHP, even running php.exe from a DOS prompt gives this error. This machine does have an older
Win3.1 16bit version of MS Office installed but, of course, this has only the 16 bit ODBC.DLL.
